Since most of the tourists are from abroad, they can't read Japanese. The smart folks working for the municipality know that. This is why they put up a map especially for tourists in both Japanese and English.

Yes, maybe road map is not precisely the correct type for this kind of map. But it does read "rord" anyway. So it doesn't matter, right?
